10 Best AWS Consulting Companies for Startups and SMBs in Europe

Published on Sep 11, 2026

pattern

You do not have a platform team. You have three engineers, a Series A round to stretch, and an AWS bill that grew for reasons nobody can fully explain. Hiring a full-time DevOps lead is not in the budget yet. This is exactly the situation AWS consulting companies for startups exist to solve, if you pick the right one.

The Short Answer

The right AWS partner depends on what you actually need solved. Some firms on this list specialize in one thing, CDN costs, DevOps retainers, reselling, and do it well. Others cover more ground across migration, identity management, MVP builds, and cost optimization. Match the firm to your specific problem. A badge or a ranking should not be the deciding factor on its own.

Below is the full lineup, what each firm actually publishes evidence for, and how to tell which one fits your stage.

What Does an AWS Consulting Partner Actually Do?

An AWS consulting partner is a company certified by Amazon to help other businesses design, migrate, secure, and run infrastructure on AWS. Partner Network tiers, Select, Advanced, and Premier, reflect a combination of validated AWS capabilities, demonstrated customer experience, and program requirements, as AWS defines them. They are a useful signal of scale, but they do not by themselves establish whether a firm fits your specific project.

Here is the part most listicles skip: tier tells you about scale. It says very little about fit. Several Advanced Tier firms on this list are excellent at one thing, CDN costs, DevOps retainers, reselling, and stop there. A Select Tier partner with real breadth across migration, identity, and AI can solve more of your roadmap in one engagement than a narrower Advanced Tier specialist.

A good chunk of what these firms sell is FinOps work, the ongoing discipline of monitoring and adjusting cloud spend rather than a one-time cost review. Several firms on this list, including Gart Solutions, Cloudvisor, and Romexsoft, build FinOps into their pitch directly. Worth asking any firm whether cost work is a standing practice or a single audit you pay for once and never revisit.

For a startup, the AWS partner conversation usually comes down to five things:

  • How fast can they move without a six-week procurement process?
  • Do they have real, checkable case studies at your size? Client logos alone do not count.
  • What is the actual minimum project size and hourly rate?
  • Will a senior engineer work on your account, or a junior team learning on your dime?
  • Can they help now and still support you after you grow past this engagement?

Can an AWS Partner Help You Get Startup Credits Too?

Yes, and it is worth asking about before you sign anything. AWS Activate is Amazon’s own credit program for early-stage companies. The self-serve Founders tier gives any startup $1,000 in credits, according to AWS. Startups backed by a qualifying VC, accelerator, or incubator can apply for the Portfolio tier, worth up to $100,000, and AWS has added an AI-focused tier worth up to $300,000 for qualifying generative AI workloads.

Several firms on this list build these credits into their pitch. Cloudvisor, for example, says it was built around the AWS Activate ecosystem specifically. An AWS consulting partner cannot get you into a program you do not qualify for, but a good one will tell you which tier you are eligible for and make sure the credits actually get applied to your account correctly, since unclaimed or misapplied credits are a common way startups leave money on the table.

Separately from AWS Activate, our clients get 5% off their entire AWS bill through our authorized reseller partnership with TD SYNNEX. There is no lock-in and you keep full control of your AWS account. The only thing that changes is what you pay.

How We Picked This List

We looked at each firm’s AWS Partner tier, the funding stage and company size they actually serve, published case studies with verifiable numbers, and whether they can carry a project all the way from assessment through implementation. A report and a goodbye does not count. We weighted documented outcomes over marketing copy, and we kept the list to Europe-based firms, spanning the Baltics, Eastern Europe, Western Europe, and the UK, since that reflects the geographic and cost range startup founders in Europe are actually choosing between.

Disclosure: we publish this comparison, and we are included in it as a recommended provider. Company capabilities, case studies, pricing, and outcomes below are based on each firm’s own public materials, Clutch profile, or AWS Partner Solutions Finder listing as accessed in September 2026, unless a case study link is given directly. The Partner Solutions Finder is AWS’s own tool for looking up a firm’s current tier and validated designations, and it is the fastest way to confirm any tier claim in this article before you sign anything.

The Best AWS Consulting Companies for Startups and SMBs

1. Perfsys: Best for Combining Migration, Identity, and AI MVPs in One Team

We are an AWS Select Tier Services Partner and authorized AWS reseller headquartered in Tallinn, Estonia, working fully remote with team members across Europe. Beyond the Select Tier badge, we hold three AWS Service Delivery Designations: AWS Lambda, Amazon DynamoDB, and Amazon API Gateway. Each one required a separate technical review by AWS Partner Solutions Architects of our real case studies and architecture. They point to specific, validated depth beyond a general partner status. Clutch lists our minimum project size at $5,000 and our hourly rates at $25 to $49, well below what most Advanced Tier firms quote.

In one of our published case studies, we took a Canadian B2B software company from Azure to AWS in two months, delivering SOC 2-ready infrastructure across 27 cloud applications and saving the client 200 engineering hours.

For a German SaaS company, my-vpa, we replaced Auth0 and Okta with a self-hosted Keycloak identity system on AWS. The result was an IAM cost cut of over 90%, 10x user growth, and 99.99% uptime over five years, on an operating cost of roughly $60 a month.

For a London fintech, our AWS Well-Architected review uncovered more than 20 critical vulnerabilities. One IAM access key had gone unrotated for 1,198 days. The review identified 41% in potential workload savings.

For a UK mental health startup, i Got This!, we built an investor-ready AI assistant on AWS Bedrock in three months at 90% lower cost than the alternative the founder had been quoted. These numbers are pulled straight from our published case studies. We would rather you double-check anything that matters to your decision than take our word for it, so ask us for the detail behind any figure here, and ask the same of every other firm on this list.

After a project ships, we also offer ongoing CloudCare support plans so you are not left to monitor AWS on your own. Our Basic plan starts at $800 a month for monitoring, cost visibility, and reactive support, aimed at early-stage startups and MVPs. Standard runs $1,200 a month and adds Well-Architected Reviews, DDoS protection, a disaster recovery SLA, and backup setup for production SaaS workloads. A custom-priced Ultimate plan covers 24/7 SLA-backed support for regulated or business-critical systems.

Identity management is a niche we lean into. We have published Keycloak SSO on AWS case studies for both a growing SaaS company and a multi-brand energy platform, where unifying four sub-brands under one login cut login-related support tickets by 30 to 40%. Among the public materials reviewed for this article, we published the clearest identity-management case study evidence of the ten firms compared here. That is our own read of the landscape, so it is worth verifying against each competitor’s own site too.

Two real client reviews back this up. The ex-CEO of my-vpa described our team in a Clutch review as proactive, with creative ideas for handling the company’s unusual setup, and scored the engagement 5.0 out of 5 across quality, schedule, cost, and willingness to refer. Ann Watson, founder of i Got This!, wrote separately that our team “listened, understood the priorities, and delivered everything exactly as requested.”

Pro tip: Ask any AWS partner for a case study with a dated, specific result, ideally one corroborated by a named client review. A specific, attributable outcome tells you far more than a list of client names you cannot check.

Where Perfsys fits: startups and SMBs that want migration, identity management, MVP development, and cost optimization handled by one team with a documented track record at each.

2. Gart Solutions: Best for DevOps and FinOps on a Growing SaaS Product

Gart Solutions is a Kyiv-based firm founded in 2020 by CEO Fedir Kompaniiets, focused on DevOps, SRE, infrastructure automation, and FinOps for scaling SaaS teams. Gart’s own site describes it as an AWS Select Tier Partner, so confirm current status on the AWS Partner Solutions Finder before treating that as final. The firm reports a 4.9 out of 5 rating on Clutch across 15 reviews and says it has delivered more than 50 cloud migrations for clients across Europe and North America.

FinOps is where Gart’s public case material goes deepest. The firm says it has embedded FinOps practices across more than 50 cloud environments, and it publishes specific before and after numbers rather than vague claims. In one published case, a client running an AI vision workload on Azure Spot VMs cut compute costs by 81%. In another, a FinOps audit produced a 48% infrastructure cost reduction. A third case documents a 65% drop in dev and test costs after the team introduced environment scheduling to shut down non-production resources outside working hours.

On the DevOps side, Gart has worked with regulated clients too. One published case describes migrating a Visa Mastercard payment processing application from on-premises infrastructure to AWS for a fintech client, using the AWS Migration Acceleration Program to access cost discounts during the move. Gart’s own published comparison of AWS consulting firms names Perfsys specifically for serverless architecture work, a useful cross-check between two firms competing in the same space.

Where Gart Solutions fits: SaaS teams that want a DevOps and FinOps retainer on its own, separate from a broader migration-plus-product engagement, especially teams with an existing AWS bill they suspect is bloated.

3. IT Svit: Best for Full-Lifecycle DevOps Delivery

IT Svit says it has achieved AWS Select Tier and Service Delivery Partner status, so verify current standing on the AWS Partner Solutions Finder before relying on it. The firm is headquartered in Tallinn, Estonia, with R&D based in Ukraine. It has been named a Clutch Champion, placing it in the top 10% of firms globally on the platform, across 66 published reviews at the time of writing, and it describes its DevOps team as having delivered thousands of projects across AWS, GCP and on-premises environments.

Pricing sits at the higher end for a Select Tier firm. Reported project costs range from $5,000 for smaller engagements up to $100,000 and beyond for full-lifecycle work, with a minimum project size of $25,000 and an average hourly rate of $50 to $99. That is roughly double what Perfsys publishes, which is worth factoring in if your project is still small.

The firm covers cloud consulting, DevOps and AI development end to end, and client feedback repeatedly highlights a proactive approach to architecture that goes beyond simply executing tickets.

Where IT Svit fits: SMBs with the budget for a full-lifecycle AWS partner priced above the Select Tier average, and no specific identity management or AI MVP requirement.

4. Alpacked: Best for a Dedicated DevOps Partner Model

Alpacked is a Ukraine-based DevOps company with more than 10 years of experience, offering AWS consulting alongside Kubernetes, serverless and CI/CD work. More than 80% of its projects involve Kubernetes, and its team includes engineers who were among the first to run AWS Managed Kubernetes in production. It positions itself as a “DevOps co-founder” that joins a client’s leadership team, deliberately capping new engagements to a handful per month to stay hands-on, and it lists clients including Forbes, Kudo, TVCoins and 4create.

In one Clutch review, a client credited a migration and Kubernetes implementation project with a 90% drop in incidents within the first few months. Every engagement includes 6 months of post-project support built in. Pricing runs higher than most of the Select Tier firms on this list: Alpacked’s minimum project size is reported at $75,000, with an hourly rate of $50 to $99, which positions it for teams past the earliest MVP stage.

Alpacked does not publish a specific AWS Select or Advanced Tier badge as prominently as the other firms here, describing itself instead as an AWS certified partner, so confirm current tier status on the AWS Partner Solutions Finder before assuming parity with the Select or Advanced Tier firms on this list.

Where Alpacked fits: funded startups that want a small, deeply embedded DevOps team on an ongoing basis rather than a one-off project, and that can absorb a six-figure minimum engagement.

5. StormIT: Best for CDN and CloudFront Cost Optimization

StormIT is an AWS Advanced Tier Partner and Accredited Well-Architected Partner based in Prague, founded in 2019, with roughly 10 certified cloud experts serving clients in more than 20 countries. It reports more than $8 million in cumulative client cost savings and was the first AWS Partner Network member in the Czech Republic and the wider Central and Eastern Europe region to earn the Amazon CloudFront Service Delivery designation, one of four service-specific designations it holds alongside AWS Lambda, AWS WAF and Amazon DynamoDB.

Its specialty is content delivery. For language-learning platform Rockalingua, StormIT’s CDN work delivered an 80% reduction in CloudFront costs. For Betegy, an ad platform serving the sports betting and iGaming industries, the firm moved workloads onto Amazon ECS to improve ad delivery uptime alongside cutting data transfer costs, since Betegy needed to serve HTML5 and JavaScript ads to viewers across continents without lag. StormIT offers exclusive CloudFront pricing through its AWS Solution Provider status, which does not require a full migration to AWS to access.

Where StormIT fits: companies with meaningful CDN or data-transfer spend that want a dedicated specialist for that problem, without restructuring their whole AWS environment.

6. OpsWorks Co.: Best for ISO-Certified DevOps Integration

OpsWorks Co. is an AWS Advanced Tier Services Partner and ISO 27001 certified company with a team of more than 50 AWS certified senior and middle-plus DevOps engineers. Founded in 2017, it has delivered over 100 projects for clients including ETX Capital, Syndigo, StellarUK and CMO Group.

Its published client work spans regulated and high-traffic use cases. For Endpoints News, a biotech and pharmaceutical news outlet under the Financial Times family with more than 700,000 unique monthly visitors, OpsWorks Co. built the AWS infrastructure behind the publication. For Wyden, an institutional crypto trading platform with more than 9 years on the market, it supported the move from an algorithmic trading tool into a fuller SaaS product. It also built a proof-of-concept AWS infrastructure for Realm, a Web3 gaming company, when that client first approached the firm in 2021.

It holds the AWS EKS Delivery Partner and AWS Public Sector Partner designations alongside Advanced Tier status, and covers compliance work across ISO 27001, SOC 2, PCI DSS, HIPAA and GDPR. Reported results include boosting uptime to 99.9% while cutting cloud costs by up to 70% for some clients.

Where OpsWorks Co. fits: SMBs in regulated or security-sensitive industries that want ISO-certified DevOps discipline layered onto AWS infrastructure work.

7. Romexsoft: Best for Structuring a Fast-Growing SaaS Environment

Romexsoft is an AWS Advanced Tier Services Partner headquartered in Lviv, Ukraine, holding the AWS DevOps Competency along with service delivery designations for Amazon ECS, RDS, WAF, CloudFront and OpenSearch. It reports a 5 star Clutch rating, more than 100 delivered projects, and says 60% of its clients have stayed with the firm for over 4 years, which points to a business built on ongoing managed work rather than one-off engagements.

Its client base spans SaaS, healthtech, e-commerce, edtech and biotech companies. For Healthera, a UK healthcare marketplace serving over 1,000 pharmacies and GPs and more than 100,000 patients a day, Romexsoft’s 24/7 DevOps support cut total incidents by 300% and brought SLA response time under 5 minutes. For Pragma-IT’s therapyBOSS application, a hybrid AWS and on-premises healthcare platform, the same support model delivered 99.9% server uptime with automatic failover.

Its own comparison of AWS partners for SMBs independently lists Perfsys as a strong fit for startup migration readiness, a useful cross-reference since it means two separate firms in this space recognize the same strength in each other.

Where Romexsoft fits: SaaS companies with an existing AWS footprint that has outgrown its original design and needs a structured cleanup, particularly in healthcare or another compliance-heavy vertical.

8. Cloudvisor: Best for AWS Reselling and Cost Optimization

Cloudvisor is an AWS Advanced Tier Partner founded in 2018 and based in Vilnius, Lithuania, led by CEO Julius Gregorauskas. The company says it serves more than 2,000 startups across 75-plus countries and has helped clients save over $10 million on AWS to date, with typical savings in the 30% to 40% range after an infrastructure audit. In November 2025, Cloudvisor became the first AWS partner in the Baltics to sign a strategic collaboration agreement with AWS focused on migrations and funding programs, which gives it extra AWS-backed funding to offer free migrations and cost reviews to clients.

Its core offering is AWS reselling, alongside cost optimization, migration and a managed DevOps service. Client reviews name RoboLabs and telecare platform True-Kare among the companies that moved to AWS with Cloudvisor handling migration and ongoing account management. The firm also recently became an authorized Anthropic reseller, giving clients access to Claude models through Amazon Bedrock as part of their existing AWS billing.

Where Cloudvisor fits: startups that specifically want a reseller relationship for AWS billing discounts alongside lighter-touch consulting.

9. Lambert Labs: Best Boutique Partner for IaC and CDK-Heavy Teams

Lambert Labs is a London-based AWS Advanced Tier Services Partner founded in 2017, and it won an AWS Partner of the Year Award in 2024. The team is Python-focused and works across education, healthcare, financial services, and retail, serving SMBs, nonprofits, startups and enterprises. It holds 6 AWS Service Delivery validations along with the Generative AI, SMB, DevOps and Nonprofit Consulting Competencies, and its consultants are expected to maintain the AWS Certified Solutions Architect Professional and AWS Certified DevOps Engineer certifications as a baseline.

Being boutique-sized means senior engineers do the actual delivery work, typically one or two consultants per engagement, and most customer engagements run under 4 weeks. As a member of the AWS Well-Architected Partner Program, Lambert Labs can pass on $5,000 in AWS credits to a client once it resolves 45% of the high-risk issues a review identifies, which gives a Well-Architected Review a direct financial incentive beyond the findings themselves.

Its case study library is smaller than what larger Advanced or Premier partners publish, a fair tradeoff to weigh against the hands-on delivery model.

Where Lambert Labs fits: UK and EU startups that want a small, senior-only team with deep CDK and infrastructure-as-code expertise, particularly for a Well-Architected Framework Review.

10. Cloutive: Best for Embedded DevOps Engineering

Cloutive is an AWS Advanced Partner based in Amsterdam, serving startups and SMEs across Benelux, the Nordics, and Central Europe since 2020. It focuses exclusively on AWS, offering migration acceleration, DevOps-as-a-Service, on-demand solutions architecture, and AI on AWS using Bedrock and SageMaker.

Its named client work gives a concrete sense of scope. Cloutive has run AWS Managed Services for Dutch payment provider Billink since 2021. It migrated marketing technology company Digital Audience to AWS in under 6 weeks and has managed the account since. For We Are Eves, a beauty review platform, it built a generative AI feature for product categorization and personalization in 7 weeks, beyond what the client had originally scoped. Other named clients include Seon and MPAssist, both running on an ongoing DevOps-as-a-Service arrangement, and Ockto B.V., which moved a full platform from a privately hosted Windows setup to Amazon ECS in about three months.

Cloutive reports more than 150 AWS environments delivered and 50-plus AWS certifications across the team. Its delivery model favors embedding engineers directly into a client’s workflow on a fixed-fee basis rather than billing hourly.

Where Cloutive fits: startups and SMEs in Northern and Central Europe that want AWS engineers embedded in their own team on a long-term, fixed-fee basis.

How Do You Actually Choose Between These?

Ask yourself three questions before you book a single call.

Do you need one project or breadth across several? If your roadmap includes migration, identity management, and an AI feature over the next year, a firm that has documented case studies in all three, like us, saves you from coordinating multiple vendors. If you only need a DevOps retainer, a narrower specialist like Gart Solutions or IT Svit may be a tighter fit.

Does the case study actually match your problem? StormIT’s CDN numbers matter only if CDN spend is a real line item for you. OpsWorks Co.’s ISO 27001 certification matters only if you carry compliance requirements. Match the specific proof point to your specific problem.

Is billing or building the priority? Cloudvisor’s core value is reseller discounts on AWS spend. The other nine firms on this list are building and consulting partners first, and several also offer reseller pricing as a secondary benefit.

Does Select Tier or Advanced Tier Matter More for a Startup?

Less than most partner pages suggest. Perfsys, Gart Solutions, and IT Svit are presented as Select Tier partners on their own sites or LinkedIn pages. Alpacked describes itself as an AWS-certified partner without a specific tier badge, so confirm its current status on the AWS Partner Solutions Finder directly before comparing it against the others. The rest, including StormIT, OpsWorks Co., Romexsoft, Cloudvisor, Lambert Labs, and Cloutive, hold Advanced Tier status. Advanced Tier alone does not guarantee a firm is the right fit for a five-person startup, any more than Select Tier disqualifies Perfsys, Gart, or IT Svit from serious work. Tier itself reflects validated capabilities, customer experience, and program requirements. It says nothing about whether a specific firm has solved your specific problem before.

What should carry more weight is a dated, specific claim you can trace back to a case study or named client review: a 90% IAM cost reduction over five years, 20-plus critical vulnerabilities found in a single review, 2,000-plus startup clients served. These are vendor-reported figures. They have not been independently audited. Ask every firm on this list to show its source before the tier badge decides anything for you.

FAQ

Tier alone should not decide it. Select Tier partners are usually priced and structured for smaller engagements, while Advanced Tier firms have a larger certified team and more launched AWS opportunities. Check the specific case study evidence that matches your project, migration, identity, DevOps, or AI, alongside the tier.

It depends on what you’re buying. Based on the pricing each firm on this list publishes, three rough bands show up:

A scoped assessment or small MVP build: $5,000 to $25,000. Select Tier firms like Perfsys sit at the low end here, with hourly rates from $25 to $49.

A full migration or modernization project: $25,000 to $100,000-plus. IT Svit’s published range starts around $25,000, and Alpacked’s minimum project size sits at $75,000.

Ongoing managed support or a DevOps retainer: Perfsys’s CloudCare plans run $800 to $1,200 a month for a Select Tier setup. Advanced Tier firms billing hourly at $50 to $99 for continuous work land well above that once you multiply out a month of engagement.

Several Advanced Tier firms on this list do not publish minimums at all and quote per project instead, so treat these as ranges to sanity-check a quote against, not fixed prices.

For migration, identity management, and AI MVP builds at startup scale, the tier gap matters less than it sounds. We publish case studies relevant to all three, including a 90% IAM cost cut and a Well-Architected review that found 20-plus critical vulnerabilities, comparable in specificity to what the Advanced Tier firms on this list publish about their own work.

No. Several firms here, including Perfsys, regularly bring companies onto AWS for the first time, setting up the account structure, security baseline, and identity management from scratch.

A consulting partner designs and builds your infrastructure. A reseller sells you AWS capacity, sometimes at a discount through consolidated billing, which is Cloudvisor’s core model. We do both, acting as an authorized reseller while also handling the technical consulting work, which means one invoice and one accountable team for the whole engagement.
